The technical file is the documentary core of every machine placed on the EU market. It is not an attachment to fill in at the end of the project: it is the proof that the manufacturer designed, assessed and described the machine in line with the applicable safety requirements.
With EU Regulation 2023/1230 approaching — fully applicable from 20 January 2027 — many engineering teams face a concrete question: is the file we have today complete, up to date and recoverable in useful time?
What the technical file really represents
The technical file gathers the information needed to demonstrate the conformity of the machine. In practical terms it includes, among other elements:
- a general description of the machine and how it works;
- design drawings and diagrams (mechanical, electrical, pneumatic, hydraulic);
- risk analysis and assessment;
- the list of essential health and safety requirements applied;
- results of calculations, tests and verifications;
- instructions for use and, where required, for maintenance;
- documents relating to components, partly completed machinery and suppliers;
- the EU declaration of conformity (or elements linked to the conformity process).
There is no single “format” identical for every company: what matters is that the content matches the machine actually produced and is available when needed — at delivery, audit, claim or inspection.
Why many files “exist” but do not work
In day-to-day practice the problem is rarely a total absence of documents. It is their dispersion.
A typical manufacturer keeps:
- manuals in a network folder;
- diagrams in a PDM or on local workstations;
- supplier certificates in inboxes;
- declarations in a commercial archive;
- “final” revisions saved under different names (
manual_v3_ok,manual_customer_X_FINAL).
When an urgent request arrives — from the customer, the integrator or an authority — retrieving the correct version takes hours. If the machine was customized, the risk of opening the wrong document rises further.
The technical file is not only an obligation: it is an operational tool. If it is not ordered, it does not protect the company.
Digital technical file: what really changes
Digitizing does not mean converting PDFs and uploading them to a generic cloud. It means building a system where every machine (or configuration) has a clear container, with updatable documents and controlled versions.
An effective approach includes at least:

One folder (or space) per machine / serial number / project
So variants and customizations are not mixed. -
A single “published” version per document
The customer and the internal team must know which file is valid today. -
Revision history
You need to understand what changed, when and why, without losing previous versions. -
Controlled access
Links with expiry, passwords or internal roles reduce the circulation of obsolete files by email. -
Updates without forced reprinting
If digital instructions are linked to a QR code on the machine, updating the file updates access without remaking labels.
Machine–document match: the critical point
The most frequent risk is not “the manual is missing”, but “the manual does not describe the delivered machine”.
It happens when:
- the customer requested a variant and the drawings were not aligned;
- a component was replaced in production;
- the software was updated after delivery;
- the generic model manual does not reflect the mounted options.
Before 2027, it is worth sampling the files of the most recent machines and those with the most customization. Where machine and documents do not match, the file does not support conformity.
How to reorganize the file without stopping production
You do not need to rewrite everything overnight. A realistic path can be:
1. Inventory
List where manuals, diagrams, declarations, risk analyses and supplier documents live today.
2. Folder model
Define a standard structure (e.g. machine master data, safety, diagrams, instructions, conformity, suppliers).
3. Naming and revision rule
Agree on how to name files and how to indicate revision, date and owner.
4. Priority migration
Start with machines in production, imminent deliveries and best-selling models.
5. Continuous process
Every technical change must also update the file, not only the drawing or the BOM.
